Review of indicators of outcomes and effectiveness of treatment for some specific diseases

Introduction
This paper investigates the availability of data on outcomes and effectiveness of treatment for specific diseases that could be used as quality measures in the analysis of health services in workpackage 5. These measures could be useful in quality adjustments for cost weighted output indexes for health sectors, beyond the more basic in-hospital mortality rates and waiting times reviewed in deliverable 5.1 (available on www.indicser.com). The measures might also be useful in estimating health capital stocks and value for money indicators as set out in the methodological document by Goerlich (2011).
The paper first considers data availability in EU and international sources. It then looks specifically at availability for the UK as that country is at the forefront of data collection in this respect and has recently initiated surveys of patients on their health status before and after treatment.
